Optimising ground staff deployment for oversized carry-on at Changi Terminal 1

This project developed a Reactive Threshold Reallocation (RTR) system that dynamically reallocates Scoot Airlines’ ground staff at Changi Airport Terminal 1 based on real-time passenger density, behaviour, and departure urgency to improve oversized baggage compliance and operational efficiency. Using an agent-based simulation in the GAMA Platform, the system demonstrated higher compliance rates, improved passenger satisfaction, and better staff utilisation compared to fixed staff deployment, without requiring additional manpower.
